Abstract
The Study evaluates The P.D. 1185 of the FIRE CODE OF THE PHILIPPINES is a decree, rules and regulations promulgated late President Ferdinand Marcos last 27, as part the Land in order to minimize death and injury to persons and damage to properties fire. The provision of the FIRE shall apply all persons and private buildings, facilities or structures erected on constructed before its effectivity. Sampling techniques used in this study was personal interview and questioning during the second command conference of all municipal fire Marshall held at the BEP Cotabato Consand, Amas, Kidapawan, Cotabato. These questions were designed to obtain information on the Implementation of PD 1185 in Cotabato Province especially in the implementation of section 13 and 14 of the code. In connection with the implementation of PD 1185 in Cotabato Province, relatively, it is good despite of the problem that some of the occupants were still hesitant to comply the requirements being required in accordance with Laws, Rules and Regulations implemented by the BFP. With regards to the implementation of section 13 and 14 of the Code, basically, majority of the municipalities were already implementing the said Law but the only problem is the remittance of their fire code fees collection because some of the Local Officials in Cotabato Province still do not remit the said amount or collections to the national treasury and which is a violation pursuant to Section 14 of PD 1185.

Oxidative stress is the comparative glut of free radical and antioxidant produced in an individual. Numerous biological processes of the body leads to the generation of free radicals. Thyroid hormone, an example of the aforementioned act on many organs and tissues to elicit some significant functions which include control of cellular metabolic rate, brain development, muscle function, bone development and maintenance among others. Hyperthyroidism was shown to increase basal metabolic rate which in-turn result in the generation of excessive free radicals since free radical are generated due to metabolic process in the body. However, ambiguity still surround hypothyroidism and it’s mechanism in generating free radicals. Hence this review aimed at investigating the ambiguity and our result shows that both hyperthyroidism and hypothyroidism increase basal metabolic rate hence rise the oxidative stress. Furthermore, antioxidant supplement like Vitamin E, Vitamin C, β carotene, Selenium can be effectively used in the treatment of treatment of thyroid diseases.

The coronavirus disease (COVID-19) pandemic adversely impacted children's mental health, physical health, social behaviour, academic achievement, language skills and family relationships. According to new research in language development, the effects of lockdown measures on young children during the COVID-19 pandemic led to increased screen-time and impacts on language development. One of the main disadvantages of screen time is that they reduce social interaction. Lack of social interaction has created a domino effect on children across the world. Excessive screen use during the first 5 years has found to have negative influences in various domains of early child development. There is a disruption in the child’s cognitive and emotional stability which could in turn create a harmful effect on the child’s mental health. The purpose of this study was to examine the contribution of teachers' job satisfaction, occupational stress, subject matter knowledge, and pedagogical competencies to academic achievement among Limu Genet secondary school students. A mixed-method approach with a correlational design was employed to achieve the research objectives. About 403 total participants from Limu Genet secondary schools were selected using a simple random sampling technique via
a lottery method. Open and closed-ended Questionnaires were used. Quantitative data were analyzed using Pearson correlation coefficient, and multiple linear regressions. Qualitative data were analyzed via thematic analysis. The result showed that teachers' job satisfaction, occupational stress, subject matter knowledge, and pedagogical competence not predicted students’

Conclusively, teachers' subject matter knowledge has a contribution to students' academic achievement. This study aims to determine and analyze the effect of competence, delegation of authority, and job satisfaction on the performance of the State Civil Apparatus (ASN) at the Plantation and Horticulture Office of Southeast Sulawesi Province, either simultaneously or partially. This study uses Multiple Linear Regression Analysis with the objective of the research being the performance of ASN and the research population is all ASN at the Department of Plantation and Horticulture of Southeast Sulawesi Province. The population is all employees as many as 244 people with a sampling technique using Proportionate Stratified Random Sampling as many as 71 samples. The research instrument used a questionnaire.
The results of this study indicate that the factors of competence, delegation of authority, and job satisfaction, either simultaneously or partially have a positive and significant effect on the performance of ASN at the Plantation and Horticulture Office of Southeast Sulawesi Province. This means that every time there is an increase in the level of competency application and delegation of authority as well as an increase in ASN job satisfaction, the ASN performance will also increase at the Plantation and Horticulture Office of Southeast Sulawesi Province.

Oil and gas Resources are invaluable for the wealth and wellbeing of a country. As such ownership over these "treasures" should not be treated with Levity. In Cameroon, the state exercises ownership Rights over Oil and Gas resources as occasioned by it's legislative framework. However, despite the impressive laws regulating ownership over Oil and Gas resources and notwithstanding the energy, zeal and actions envisaged in the enactment of the laws, with it's language raising expectations for good behavior, national realities routinely fail to keep to pace with the aspirations of lawmakers as illegal dealings in the oil and gas sector continue to thrive. This is aggravated by recurrent conflicts being fueled inter alia by the quest to exercise ownership over Oil and Gas resources in the country. Adopting content analysis of primary and secondary sources of data information, this paper investigates the effectiveness of extant laws regulating ownership over Oil and Gas Resources in Cameroon. Findings revealed that the high rate of corruption, poor governance, increased demand for contraband fuel and no implementation of laws and policies are the foremost reasons for recurrent violation of rules regulating ownership over Oil and gas resources in Cameroon. Hence, it is recommended that the Government commits herself genuinely to the fight against corruption, adhere to the terms of the Green Tree Accord, synergize with key players at the national and international frontiers and step up the enforcement of already existing legislations on oil and gas.

ICT services in libraries of developing countries have greatly enhanced users' access to
the most current and up-to-date information. The use of ICT Services is for all users
regardless of their abilities. The Libraries and Information centres must consider this
when setting up their Library Information centres. The increase in ICT equipment in the
library environment has implications for staff managing them and their potential users.
In an Academic library, services such as talking books, brails and clocks for the blind,
the building of ramps for the physically challenged, use of sign language communication
for the deaf and personalised assistance for those with mental ailments and suitable
furniture and air conditioner for albinos must be taking into consideration.
This article is a documentary analysis backed by the experienced of the researcher who
has worked in the academic library for over two decades. The article describes services
offered by academic libraries in using ICT to enable persons with disability benefit from
their services using Fourah Bay College as a case study. Citing reference from the
experiences of FBC Library, the paper discusses diverse ways adopted to bridge the
gap between access to information to all regardless of their state or form and
procurement of ICT services. This paper identifies the barriers to the use of ICT
Services by physically challenged persons and their right to access information through
the use of ICT. The paper concludes that the University authorities take prudent
measures in tackling all the barriers involved in the use of ICT to help persons with
disability issues benefit from the wealth of information from ICT services.

Thiosemicarbazones (TSCs) have been discovered as an essential class of nitrogen–
sulphur donor ligands. In this study, pyrrole-2-carboxaldehyde-4-(4)(methoxyphenyl)-
thiosemicarbazone-bis(triphenyl-phosphine) copper(I)nitrate has successfully been synthesized
from pyrrole-2-carboxaldehydethiosemicarbazone and copper(I) nitrate with bis
triphenylphosphine as precursor. This ligand and its complex was characterized using various
spectroscopic techniques such as Fourier transform infrared (FTIR), UV-visible, (UV-Vis) and
proton nuclear magnetic resonance (1
H-NMR) spectroscopies. The ligand and its corresponding
complex are coloured, stable at room temperature, soluble in most organic solvents and insoluble
in water, hexane, diethyl ether etc. The spectroscopic study of the ligand is expected to form a
tridentate to the copper ion through azomethine, pyrrole nitrogen atoms and a sulphur atom.
However, single crystal x-ray studies of the copper(I) nitrate complex, showed that the complex's
molecular structure exhibits a distorted tetrahedral geometry, where the copper centre are bonded
to nitrogen and sulphur atoms of thiosemicarbazone bidentate ligand and two phosphorus atoms
of triphenylphosphine.. In addition, thermo-gravimetric analysis (TGA) and molar conductivity
of the complex have also been analysed to study their properties. The complex exhibits high
molar conductivity indicating electrolytic nature of 1:1, complex due to the presence of nitrate
ion as a counter ion in the proposed structure with d10 configuration. The elemental analysis for
both the ligand and complex has agreed well as compared with the theoretical values. The ligand
can be used for coordination in many transition metals, as a result of its bidentate behaviour and
binding modes. The complex and its oxide would be essential in biological and catalytic
activities. Also due to the excellent performance of copper complex and copper oxide
nanoparticles, their application can be used for removal of water pollutant, such as nitrophenol
and this will give significant advantage for the environment also for some organic
transformation, and drug design.
Impact of Liquidity on Profitability of Commercial Banks in Nepal [PDF] Khem Rana Magar
The purpose of this study was to examine the effect of liquidity on the profitability of Nepalese commercial banks. The study included five commercial banks and spanned the years 2013 to 2021. Secondary data was analyzed, which was obtained from bank supervision reports published by Nepal Rastra Bank and annual reports of the selected commercial banks. The liquidity variable was measured by the credit to deposit ratio, asset quality, and liquidity ratio, while the profitability variable was measured by return on assets and net interest margin. A regression model was used to analyze the effect of liquidity on profitability, and the data was analyzed using Software EViews 12. The findings revealed that asset quality (AQ) has a significant negative impact on the return on assets (ROA). Credit to deposit ratio (CD) has a positive and significant impact on commercial banks' net interest margin (NIM), whereas asset quality (AQ) has a negative and significant impact on commercial banks' net interest margin (NIM).

ABSTRACT
This study accounts for the concentrations of gases emitted at some oil spill locations in Rivers State and incineration of selected petroleum products using fly ash sample incinerator. Aeroqual gas analyzer series 500, was used to determine the concentrations of Carbon dioxide (CO2) and volatile organic compounds (VOCs) emitted. The concentrations of emitted. Mean concentrations of CO2 were recorded on oil field emissions are 1098 µg/m3 and 992 µg/m3 for Okenta and Orkpor communities respectively. Volatile organic compounds (VOCs) levels were high in oil spill location, Orkpo (13581 µg/m3) compared to some incinerated materials such as Asphalt (43.03 µg/m3). SO2 and NH3 were insignificant in both oil spill areas and at the burning sites; they were mostly not detected at various locations during this study. Coefficient of variation in percentage (CV %) was determined from the standard deviation and calculated mean values, to know the level of variation in concentration of the measured gases. Statistical analysis was done for both the oil spill gas concentration and the selected Petroleum Products burnt. T-test on two samples assuming equal variances was carried out for the Petroleum Products, and it was observed that there were no significant difference between the Petroleum Products, hence, we fail to reject the null hypothesis. Univariate analysis was conducted in SPSS (Statistical Package for the Social Sciences), to compare the relationship between the concentrations of the gases for all the selected Petroleum products analyzed and that for oil spill locations. Levene’s test was carried out for the gases in each petroleum products, and the assumptions met (P>0.05). This study suggests that anthropogenic activities such as burning of petroleum products and oil spill, are responsible for the observed level of gases released into the atmosphere.
The Effects of Covid-19 pandemic on the Micro, Small, and Medium Enterprises in Manicaland, Zimbabwe [PDF] Stanley Murairwa
The research investigated the Covid-19 pandemic level-four lockdowns and restrictions’ impact, challenges, opportunities, and recovery strategies of the Manicaland MSMEs in Zimbabwe. All except essential MSMEs closed their businesses and incurred high financial losses due to the Covid-19 pandemic lockdown and restriction challenges. Some of the closed MSMEs returned to operations during Covid-19 through digital preforms such as Emails, WhatsApp, Facebook, Telephones, LinkedIn, and Twitter. The challenges experienced by the Manicaland MSMES were supply disruptions, shortage of raw materials, lack of demand, business closure, shortage of stock and funds, and high cost of operations. After the Covid-19 pandemic lockdowns and restrictions, all affected MSMEs sought support from the government to reopen their businesses. Some of the support required include training, duty-free, stock, funds, and technologies. The Covid-19-induced challenges affected the Manicaland MSMEs at different levels. Zimbabwe should formulate strategies for supporting the revival programme of MSMEs after experiencing similar economic disruptions in the future. The research proposed a strategy that supports the revival of the MSMEs from the effects of the Covid-19 pandemic level-four lockdowns and restrictions.

The researcher aims to answer the following: What is the profile of the respondents in terms of the following: Socio-economic Factors and Hospital- related Factors? What is the extent of compliance to standard precautions of the respondents in Hand Hygiene, Use of Personal Protective Equipment, handling and disposing of sharps, and other practices? What are the problems encountered in implementing Standard Precautions I Infection Control? What Plan of Action can be given to improve the implementation of standard precautions in Infection Control?
This study uses Quantitative analysis to interpret respondents' profiles. Frequency and percentages were calculated to describe the socio-economic and hospital-related profile. Quantitative analysis on the extent of compliance of the respondents on standard precautions in infection control and the problems encountered in the implementation, its weighted mean is utilized in describing the respondent’s compliance to standard precautions.
Health care workers in the first district of Ilocos Sur are Highly Compliant with Standard Precautions in Infection Control. They comply with the known guidelines for Handwashing/ Handhygiene, handling and disposing of Sharps, use of Personal Protective Equipment, and other protective practices. The problems encountered by the respondents in implementing Standard Precautions in infection control are moderately serious, which means that the Institutions where they are employed are not complacent in implementing Standard Precautions in Infection Control. There is a significant difference in the level of compliance to Standard Precautions in Infection Control between Public and Private Institutions in the First District of Ilocos Sur. The degree of compliance with infection control of the private institution is higher than that of the public institution because there is a significant difference as manifested in the mean ratings along Handwashing/ Hand Hygiene and Handling and disposing of Sharps, which is higher in Private institutions compared to Public Institutions.
Only the area of assignment of the two Hospital related profile of the health care worker respondents had a bearing on their level of compliance to standard precautions in infection control. When taken singly, respondents' age had a significant relationship to their adherence to standard precautions.

The study x-rayed the recent year’s activities of the Nigerian ports shipping industry between the periods 2008-2020 of the container throughput which basically infers the industrial/commercial activities in Nigeria economy. The researcher, in view to authenticate and further provide inferential evidence on the performance of shipping container trade and its impacts on Nigeria economic growth carried out this study using data series on recent container throuhput, gross domestic product and per capita for the periods of twelve years. Secondary sources of data were gathered from UNACTD and World Bank. Four research questions were hypothesized and simple regression and time series trend lines were used to analysis the data collected on this study. Trend line analysis was used to examine the behavour of container throughputs, Gross Domestic Product (GDP) and Per Capita for the periods under review. A simple regression analysis was applied to the time series data to examine the correlation, significance and relationship of the variables as stated in the hypotheses. Findings of the study revealed that there exists significant and positive relationship between container shipping trade and the gross domestic product as well as per capita. The regression equations of the analyses showed that increase in container shipping trade will give rise to increase in GDP and per capital which implies that container shipping trade has significant impact on economic growth of Nigeria. The researcher concludes that container shipping trade of Nigerian port industry strongly contributes to economic growth of the Nation. On the basis of these findings and conclusion, the researcher recommends that domestic industries should be encouraged through shipping policy that will foster a free flow of shipping activities in Nigeria. The overall institutional setting in the economy should be improved upon in order to reap in full the benefits of shipping trade in Nigeria. Also, there is need to improve the poor transparency, under declaration and reduce corruption that appears to be endemic in Nigeria, and hence improve the gains from container shipping trade which has great benefit on economic growth.
